Who do I report a problem to in Havant?
Two councils share the work in Havant. Havant Borough Council deals with waste, fly-tipping, noise, dog fouling, litter and abandoned vehicles. Hampshire County Council is the highway authority, and Havant's own site says it is responsible for potholes, damaged road signs, street lighting and other highway problems in the borough. Havant Borough Council's contact us page says problems with parking, roads, footpaths and verges go to the county unless the land is owned by the borough, and its "where I live" map shows who owns a piece of land.

How do I report a pothole or damaged pavement?
Potholes, pavement defects, damaged signs and similar problems go to Hampshire County Council through its report a problem tool, which has a dedicated potholes form. As published in September 2026 for the neighbouring Waterlooville area, the county's form is available 24 hours a day and reports are assessed against safety criteria rather than strictly in the order they arrive. Give a precise location, ideally with a nearby house number or landmark, because that speeds up inspection. You can follow up an existing report through the county's status checker.
How do I report a broken street light?
Street lighting is also a county job. Faults are reported through the Lights On in Hampshire form, linked from the county's street light page, or by phoning 0800 048 2437, as published for Waterlooville in September 2026. If the lamp post carries a unit label or number, quote it, because it helps the crew find the right light.
How do I report fly-tipping?
Report fly-tipping to Havant Borough Council using its online contact us form, which is the route given on the council's fly-tipping page. For hazardous waste and large-scale illegal dumping, the council points to Crimestoppers on 0800 555 111. The council's out of hours page says there is no out of hours service for fly-tipping, so you can report online or phone customer services on the next working day. If the fly-tip is blocking the road, that page says to call the police on 101, who will liaise with Hampshire County Council to have the obstruction moved aside.
The council also reminds residents that you are personally responsible for your waste, even if you pay someone to take it away. If you hire a clearance firm, ask to see their licence and check the Environment Agency's public register of waste carriers. How do I complain about noise?
Report noise nuisance through the same contact us form, choosing "environmental health" from the list of services. The council's noise nuisance page lists examples such as loud music for long periods, excessive dog barking, long-sounding alarms, DIY work and noisy parties. It says noise from premises may be a statutory nuisance under the Environmental Protection Act 1990, and that Havant Borough Council does not offer a night time monitoring service. For an urgent disturbance at night, the police are the right call, while a formal complaint to the council follows in working hours.
How do I report dog fouling?
A Public Space Protection Order for dogs applies across the borough. The council's PSPO page says it requires owners to clean up after their dogs wherever they are and dispose of the waste responsibly, and that anyone committing an offence can receive a fixed penalty notice of £100. The order also covers areas where dogs must be on a lead, and it is enforced by the council's Prevention and Enforcement Officers. Report problem spots through the contact us form. How do I report an abandoned vehicle?
Use the council's abandoned vehicle form. The council says a car parked on the road for a few days is probably not abandoned, so check whether it is taxed on GOV.UK first. An untaxed vehicle, or one with a statutory off road notice still on the public highway, should be reported to the DVLA. A vehicle that does not look roadworthy may have been abandoned and should be reported to the council. The form asks for the location, registration if known, make, model, colour and the vehicle's condition.
What about emergencies outside office hours?
Havant Borough Council runs a limited out of hours service for real emergencies that cannot wait. Call the main switchboard on 023 9244 6019. The page also lists 07442 453670 as the emergency out of hours number for homelessness, flooding affecting a home, cesspools and septic tanks, and dangerous structures. Blocked highway drains and flooded roads are Hampshire County Council's responsibility, and out of hours the council says to contact the police control on 101 or the county's website.
