Who sends my Havant council tax bill?

If you live in Havant town, Bedhampton, Leigh Park, Langstone, Warblington or Denvilles, Havant Borough Council is your billing authority. It collects council tax for itself and on behalf of Hampshire County Council, the Hampshire and Isle of Wight Fire and Rescue Authority and the Police and Crime Commissioner for Hampshire. Where does my Band D money go?

For a Band D home in 2026/27 the resolution splits the £2,320.28 like this. Hampshire County Council takes £1,690.11 for its basic charge and adult social care. The Police and Crime Commissioner for Hampshire takes £290.46, the Fire and Rescue Authority takes £92.84, and Havant Borough Council's own element is £246.87. How do I find out my council tax band?

Each home is in one of eight valuation bands based on what it was worth on 1 April 1991, and your bill shows your band. The council lists the bands as Band A up to £40,000, B over £40,000 up to £52,000, C over £52,000 up to £68,000, D over £68,000 up to £88,000, E over £88,000 up to £120,000, F over £120,000 up to £160,000, G over £160,000 up to £320,000 and H over £320,000. If you think your band is wrong, you can challenge it through GOV.UK, and the council says you must keep paying until the appeal is decided. The band is set by the Valuation Office Agency, not by the council.

How can I pay council tax in Havant?

The council says there are several ways to pay, including direct debit, online payments and by post, listed on its payment options page. Payments should reach the council on the day each instalment is due. You can also create an online account through manage your council tax online to tell the council about changes and apply for discounts and exemptions, or ask for your bill to be sent electronically.

What discounts can I get?

The most common is the single occupancy discount, which takes 25 per cent off the bill if you are the only adult living at the property. According to the council's discounts page, discounts can also apply to students, apprentices, student nurses, certain carers and severely mentally impaired people, but only where there are not two or more other adults living at the property. Some properties are exempt, including homes lived in only by students. Havant gives no discount on long term empty homes, and a property empty and unfurnished for at least two years carries a 100 per cent premium, or 200 per cent after five years.

The council asks you to use its online benefits calculator first, then apply through the council tax support page. Apply straight away, because it is not always possible to backdate payments, and tell the council immediately if your circumstances change.

What if I move house or cannot pay?

If you are moving within Havant, leaving or arriving, the council has an online form for telling it, and it will amend your bill. If you cannot pay, tell the council as soon as possible. Its non-payment page says it may be able to spread your payments over a longer period, and has an online arrangements form. If a payment is overdue you get a reminder to pay within seven days, and if you do not pay you lose the right to pay by instalments. The page then sets out the later steps, which include a summons to magistrates court and a Liability Order. Acting early avoids all of that.
